This Working Group will provide feedback on Heritage Guidelines so that new residential development complements identified heritage assets within the West Elbow Communities.

The working group includes a range of people with diverse backgrounds, perspectives and experiences including:

5 community members

  • Community members participate in dialogue as it pertains to someone who lives in the area and brings lived-in community perspectives and viewpoints to the table, and acts as a sounding board for The City as we develop a new policy plan for the area.

2 community association representatives

  • Community association representatives provide insight as community experts and bring forward the perspectives of their community association board.

4 heritage advocacy group representatives

  • Heritage advocacy group representatives provide insight as experts in raising awareness and appreciation, identification, research and policy development with respect to buildings and areas of historic significance.

3 development industry representatives

  • Development industry representatives are expected to bring knowledge and perspectives of the development industry as a whole and not to speak about an individual parcel(s) they may have an interest in.

In total, there are 14 people on the South Bow Communities Local Area Plan Heritage Working Group.

The Heritage Working Group will provide feedback over four to five sessions on heritage guidelines, so that new development complements identified heritage assets within the South Bow area.

The South Bow Communities Heritage Guidelines Terms of Reference provides additional details about the Heritage Working Group and commitment. Review of this document and sign-off from all Heritage Working Group members is required.

PHASE 1: ENVISION

Session 1: Heritage tools; Character‑Defining Elements

Session 2: Refinement of Heritage Guideline Areas

  • June 03, 2026 from 6:00 - 8:00 p.m.

A summary of the feedback collected in each Heritage Working Group session above is shared in the Phase 1 What We Heard Report

  • Anyone who lives in the area and is interested in heritage assets and creating heritage guidelines, so that new development complements identified heritage assets.
  • Home builders, architects, and representatives from the development industry.
  • In addition, members from community associations with heritage concentrations in the plan area and heritage advocacy groups are able to designate a representative.

The South Bow Communities Heritage Working Group was selected through an application process. In order to stay neutral in the selection process:

  • All personal information was removed from the applications and community and industry members were selected based on the merits of their responses alone.
  • This is intentional as we sought to recruit a mix of owners, renters, youth and business owners in the working group, varying ages, genders and bring all of these perspectives together in the creation of the plan.
  • We utilized a rubric system aligned with the 4Cs at The City - The 4Cs are the essential behaviours of our organization, which translates to our Local Area Plan working group efforts. We look for Character, Competence, Commitment and the ability to Collaborate when seeking working group community members.
  • A team of City staff reviewed the applications one by one – and each application was scored based on responses to the application, as outlined above. Those scores determined who would be selected and that is how the working group was formed.
  • Community members and industry representatives went through an application process, while community association representatives were allowed to select a representative of their choice from their board membership to join the working group.
  • The South Bow Communities Local Area Plan heritage working group is an inclusive group where people with diverse backgrounds, varied perspectives skills, abilities and experiences collaborate in the creation of the South Bow Communities Local Area Plan.
